The second social affordable housing project is developed for Hrazdan town and provides 48 dwelling units.

Hrazdan is the capital of Kotayk region of Armenia. It is situated in the North-Eastern part of Armenia. With a population of about 60,000 it is the forth-largest city in Armenia. The town is located in a distance of 50 km from Yerevan.

Project Rationale:

  • Based on survey conducted by ASBA Foundation currently about 800 families are in need of housing in Hrazdan community, including over 250 families considered as potential beneficiaries for social affordable housing. 

  • The housing need during last 5 years has increased at 15-23%, which is caused also by families moving there from Yerevan. 

  • The core beneficiaries of the project are middle income Hrazdani families and people moving to work and live in Hrazdan. The average monthly income level of the family is considered AMD 200,000. 

  • Within the scope of the project ASBA Foundation and Hrazdan Municipality signed Partnership Agreement, according to which Hrazdan community is ready to: 

    •  Provide building with adjacent land plot at preferential conditions 
    • Support with development of necessary infrastructure

Project Goal: Provide sustainable and affordable housing to low and middle income families in Hrazdan by:

  • Developing housing stock of 48 well managed social rental and affordable housing units 

  • Developing community for social housing dwellers - 48 families

Project implementation: Project preparation activities in Hrazdan community started in 2011. Project development is designed for two phases:

  • Development of terraced housing at adjacent land plot (20 apartments)

  • Reconstruction of the existing building (28 apartments)

Project term: 20-25 years

  • Duration of construction activities is 1 year for each phase, if the project is implemented in phases,

  • Duration of construction activities is 18 months if the project is implemented as a whole. 

Project Outcomes:

  • Newly developed energy efficient and sustainable housing stock for low and middle income families in Hrazdan,

  • Newly formed community of social housing dwellers, 

  • Different housing options (dwelling unit in apartment building or detached house with small garden),

  • Affordable housing for sale or long-term rental housing.
